A French composer and flutist of the late nineteenth and early 20th century, he helped to contribute to the design of the modern flute, especially with the split E mechanism.  The fantasy begins with Carmen's first entrance in the opera, moves to the "fate" theme, the cigarette girls song from Act 1, the Habanera before moving into the Gypsy Dance and the Toreador Song.  Normally for solo flute with piano or orchestra, this arrangement adds new depth to the melody with the addition of the second flute part.
