The Tioga Waltz (circa 1841) was probably written for a trio of quartet of flutists when Foster was about fourteen years old and a student at the Athens (Pennsylvania) Academy. Foster's manuscript does not survive. Over fifty years later, however, in 1896, Stephen's brother Morrison Foster whistled the tune for a musician friend who wrote it down, and the resulting manuscript is the only evidence we have of The Tioga Waltz.

This arrangement was first performed at the National Flute Convention in Washington, D.C., in 1991 by a quartet of professional flutists performing on wooden pre-Boehm flutes from the early 19th century, flutes very similar to t hat owned and played by Stephen Foster himself. Stephen's flute is displayed in a glass case at the Stephen Foster Memorial Library in Pittsburgh, Pennsylvania.
