A Quiet House and a Mouse is programmatic, which probably comes from the composer's work in animation. In this case, the first part is floating though a quiet home in the middle of the night, everyone is asleep, then a mouse shows itself. It looks around carefully, running in short bursts, then off to the races looking for food. The low flutes playing eight notes represents a cat, but it's never in any real danger, sort of a kinder, gentler Tom and Jerry.
